Taking shopping carts from supermarket parking lots is called theft. It seems as if most shopping carts are taken by shoppers of Mexican heritage. The reason the police turn a blind eye to this practice is because the cities they work for have instructed them not to enforce the law so as not to offend the Mexicans.
